D-3 Award RFP #16-BA-121 for HMO, PPO, HSA/CDH Medical Programs, and Review and Approve 2016-2017 Employee Plan A Medical and Supplemental Benefits Insurance Plans

Issue/Rationale

RFP #16-BA-121 for HMO, PPO, HSA/CDH was established to seek proposals for fully insured group medical plans for School Board Employees and retirees in accordance with F.S. 287, DOE 6A.1012, and School Board Policy. The RFP was sent to ten (10) potential bidders and was posted on the District Website. Three proposals were received and evaluated by the RFP Evaluation committee on February 10, and 11, 2016. The committee recommended the top two ranked firms return for presentations to include their best and final offer on February 24, 2016. Upon scoring the proposals using the criteria set forth in the RFP document, the Evaluation Committee voted to recommend award to United Health Care.  This recommendation was confirmed by the Insurance Committee following the evaluation.

Review 2016-2017 Employee Benefits/Health Insurance Plans.

 



Recommended Action

Motion 1: 

Award RFP #16-BA-121 for HMO, PPO, HSA/CDH Medical Programs to United Health Care and authorize Dr. Susan Legutko, Assistant Superintendent of Business Services to finalize contract negotiations and execute the resulting agreement.

Motion 2:

 Approve the Insurance Committee's recommendations for Plan A Medical, Medical Gap, Group Term Life & AD & D, Supplemental Life & AD & D, Short Term Disability, Long Term Disability, Dental, Vision, Accident and Injury Policy, Critical Illness, Whole Life, Flexible Spending Accounts, Health Savings Account and Plan B Coverages (Employees with no Health Insurance) and the continuation of the Web Enrollment Program provided by Univers.



Financial Impact

Inclusion of Flexible Benefits Administration at no additional cost

Provision to provide one full-time UHC on-site representative

Provision to provide one full time on-site wellness coordinator

One-time guaranteed 1-month premium credit of approximately $1,900,000

Overall reduction in current premium cost by -2.85% as compared to current rates

Total Net Cost Decrease including the one-time premium credit, 10.9% decrease for approximate total savings of $2,600,000

Funds have been budgeted for the Plan A Medical and Supplemental Health Benefits Plans.
